Трансформаційні процеси у нормативно-правових засадах розбудови системи педагогічної освіти Ізраїлю.

Abstract

У статті представлено результати аналізу проблеми державного регулювання трансформаційних процесів у нормативно-правових засадах розбудови системи вищої освіти Ізраїлю наприкінці ХХ та на початку XXI століть в історичному, теоретичному і організаційному аспектах. Встановлено, що впродовж всього періоду свого розвитку система педагогічної освіти Ізраїлю функціонувала цілісно, з певними притаманними лише їй характеристиками. Зміна одного з її компонентів приводила до реорганізації всієї системи. Водночас реформи вищої освіти Ізраїлю, що відбувалися в результаті історичних перетворень, впливали на докорінну зміну змісту, структури і функцій системи педагогічної освіти в країні. Наведені у дослідженні факти свідчать, що система освіти Ізраїлю піддається структурним змінам, які виявляються, перш за все, у регуляторній політиці держави щодо створення нових навчальних закладів, збільшенні кількості здобувачів вищої освіти різних ступенів. Нині в Ізраїлі функціонують 69 закладів вищої освіти, включаючи 7 дослідницьких університетів, Відкритий університет Ізраїлю, 37 академічних коледжів (з них 21 коледж фінансується з державного бюджету, а 16 коледжів, що не фінансуються державою), 24 академічних коледжі освіти (педагогічні коледжі). Виявлено, що в процесі реформування проявляється тенденція до створення варіативних багаторівневих систем неперервної педагогічної освіти. В різних закладах вищої педагогічної освіти Ізраїлю створюються умови для різних моделей підготовки учителів: основної, додаткової, паралельної та індивідуальної. Сукупність методів теоретичного дослідження трансформаційних процесів у нормативноправових засадах розбудови вищої освіти Ізраїлю сприяють визначенню основних тенденцій її розвитку в XXI столітті: інституалізація системи, диверсифікація, інтернаціоналізація, упровадження стандартів забезпечення якості освіти. Зроблено висновок, що освітня політика держави Ізраїль спрямована на підвищення конкурентоспроможності вищої освіти країни на світовому ринку освітніх послуг, зростання авторитету ізраїльської науки на міжнародній арені.The article presents the results of the analysis of the problem of state regulation of transformation processes in the legal framework of the Israeli higher education system in the late twentieth and early twenty-first centuries in historical, theoretical and organizational aspects. It is established that throughout the period of its development, the system of pedagogical education in Israel functioned holistically, with certain characteristics unique to it. Changing one of its components led to the reorganization of the entire system. At the same time, the reforms of Israeli higher education that have taken place as a result of historical transformations have radically changed the content, structure and functions of the teacher education system in the country. The facts presented in the study show that the Israeli education system is undergoing structural changes, which are manifested primarily in the state's regulatory policy on the establishment of new educational institutions, increasing the number of higher education students of various degrees. There are currently 69 higher education institutions in Israel, including 7 research universities, the Open University of Israel, 37 academic colleges (21 state-funded colleges and 16 non-state-funded colleges), and 24 academic colleges (pedagogical colleges). The set of methods of theoretical study of transformational processes in the legal framework for the development of higher education in Israel contribute to identifying the main trends in its development in the XXI century: institutionalization of the system, diversification, internationalization, implementation of quality standards. It is concluded that the educational policy of the State of Israel is aimed at increasing the competitiveness of higher education in the world market of educational services, increasing the prestige of Israeli science in the international arena.
