Перспективи розвитку державно-приватного партнерства у сфері захисту критичної інфраструктури в Україні

Abstract

У статті проаналізовано основні аспекти державної політики, щодо розвитку державно-приватного партнерства в Україні. Доведено, що даний напрям є досить важливим і дієвим механізмом залучення довгострокових інвестиційних ресурсів для модернізації критичної інфраструктури у світі. Обґрунтовано необхідність детального наукового дослідження перспектив інтеграції проєктів державно-приватного партнерства у сферу захисту критичної інфраструктури в Україні. Визначено, що державно-приватне партнерство є однією із найперспективніших форм взаємодії громадянського суспільства та держави, із залучення громадськості до прийняття управлінських рішень та мобілізації ресурсів недержавного сектору. Обгрунтовано, що завдяки такій співпраці покращується результат взаємодії між державою, територіальними громадами та приватним сектором, підвищуючи якість життя населення в регіонах. Описано змістовне наповнення терміну «державно-приватне партнерство» та проведено огляд нормативно-правової бази, що регулює даний сегмент у сфері державної політики захисту критичної інфраструктури. Узагальнено спектр потенційних приватних партнерів у сфері розвитку та захисту критичної інфраструктури. Структуровано організаційно-функціональну схему та узагальнено моделі державно-приватного партнерства у сфері захисту критичної інфраструктури в Україні. Проаналізовано світову практику застосування моделей державно- приватного партнерства у сфері розвитку та захисту критичної інфраструктури. Вивчено досвід координування даної сфери у ЄС, де цією діяльністю опікується спеціально створений інститут – Європейський експертний центр державно-приватного партнерства. На основі проведеного дослідження узагальнено ключові положення успішності проєктів державно-приватного партнерства у сфері розвитку та захисту критичної інфраструктури в Україні.

The article analyzes the main aspects of state policy regarding the development of public-private partnership in Ukraine. It has been proven that this direction is a rather important and effective mechanism for attracting long-term investment resources for the modernization of critical infrastructure in the world. The need for a detailed scientific study of the prospects for the integration of publicprivate partnership projects in the field of critical infrastructure protection in Ukraine is substantiated. It was determined that public-private partnership is one of the most promising forms of interaction between civil society and the state, involving the public in making management decisions and mobilizing resources of the non-state sector. It is substantiated that thanks to such cooperation, the result of interaction between the state, territorial communities and the private sector improves, increasing the quality of life of the population in the regions. The content of the term "public-private partnership" is described. A review of the legal framework governing this segment in the field of state policy for the protection of critical infrastructure was conducted. The spectrum of potential private partners in the field of development and protection of critical infrastructure issummarized. The organizational and functional scheme is structured and models of public-private partnership in the field of critical infrastructure protection in Ukraine are summarized. The world practice of applying models of public-private partnership in the field of development and protection of critical infrastructure is analyzed. The experience of coordinating this area in the EU, where this activity is overseen by a specially created institute - the European Expert Center for Public-Private Partnership, is studied. On the basis of the conducted research, the key provisions of the success of public-private partnership projects in the field of development and protection of critical infrastructure in Ukraine are summarized.
