Функціональний аутсорсинг у державному управлінні

Abstract

Стаття присвячена ключовій тенденції, що являється новацією та інструментом у реалізації функцій сучасної держави – становлення функціонального аутсорсингу. В сучасному світі глобальне управління провокує вертикальну синхронізацію правопорядків, унаслідок чого трансформується функціонування сучасної держави, в якій деякі функції не можуть бути однозначно атрибутовані державі чи наднаціональній структурі. Тому основна увага приділена процесу, в якому відбувається делегування функцій у формі функціонального аутсорсингу іншим суб’єктам, які в силу організаційних, технологічних та інших умов можуть реалізувати ту чи іншу функцію у більш ефективний спосіб. Дослідження проведено з урахуванням сучасних світових процесів в напрямку трансформація функціональної структури сучасної держави та застосуванню новаційних методів та інструментів у державному управлінні. Делегування функцій усе частіше розглядається як один з пріоритетних напрямів децентралізації держави, що виходить за рамки публічної сфери. Сучасні інформаційні технології, які дають змогу автоматизувати більшість управлінських дій, переорієнтовують функціонування держави на більш ефективні економічні моделі, зокрема аутсорсинг. У дослідженні зазначено, що світова тенденція функціональної деконцентрації та децентралізацї державності буде зберігатися і лише посилюватися, і згодом лишиться не так багато функцій, які держава здійснюватиме в монопольному режимі. Тому важливо ефективно впроваджувати інструменти функціонального аутсорсингу в державне управління уже сьогодні.

The article is devoted to the key trend, which is an innovation and a tool in the implementation of the functions of the modern state - the formation of functional outsourcing. In the modern world, the global governance provokes vertical synchronization of legal systems. The functioning of the modern state is transformed as a result of this prosess in which some functions cannot be attributed to the state or supranational structure. Therefore, the main attention is paid to the process in which functions are delegated in the form of functional outsourcing to other entities, who can implement this or that function in a more efficient way due to organizational, technological and other conditions. The research was carried out taking into account modern world processes in the direction of transformation of the functional structure of the modern state and the application of innovative methods and tools in public administration. Delegation of functions is increasingly considered as one of the priority directions of state decentralization, which goes beyond the public sphere. Modern information technologies, which make it possible to automate most management actions, are reorienting the functioning of the state to more efficient economic models, in particular outsourcing. This study indicates that the global trend of functional deconcentration and decentralization of statehood will continue and intensify, and eventually there will not be many functions that the state will perform in a monopoly mode. Therefore, it is important to effectively introduce instruments of functional outsourcing into public administration already today.
