Інтернаціоналізація вищої професійної освіти Німеччини в умовах полікультурного європейського простору

Abstract

У науковому дослідженні проаналізовано тлумачення поняття «інтернаціоналізація вищої освіти» та визначено його сутність. З'ясовано передумови впровадження інтернаціоналізації вищої професійної освіти в Німеччині та визначено методи і форми її впровадження. За результатами дослідження виокремлено переваги та недоліки інтернаціоналізації вищої професійної освіти в розрізі національних інтересів Німеччини. Доведено, що одним із найважливіших кроків до скоординованості всіх державних органів Німеччини щодо інтернаціоналізації вищої професійної освіти є прийняття Національної стратегії інтернаціоналізації, яка узгоджує та визначає єдиний напрям діяльності як освітніх, так і урядових установ щодо прийняття необхідних рішень.

The research is to determine the background, characteristic features and consequences of the internationalization process of German higher and vocational education. It is defined that internationalization of higher education is caused by globalization processes in economic and education spaces and requires the formation of an effective and flexible system of higher and vocational education to be able to react quickly and adequately to the world changes. It is estimated that the background for internationalization of higher and vocational education in Germany is the need to improve the quality of vocational education and training as well as to attract highly skilled labor force to the national economy. It is determined that Germany's strategic steps towards the internationalization of higher and vocational education are aimed at active international, intercultural economic, education and scientific cooperation with the partner countries. It is investigated that the process of internationalization in Germany is carried out comprehensively at the state level and involves the creation of coordination and advisory offices that include as teachers and researchers so representatives of business and public organizations in order to analyze the problem comprehensively and make necessary decisions for the national interests of the country. It is proved that one of the most important steps towards coordination of all German state bodies in the issues of internationalization of higher and vocational education is the adoption of the National strategy for internationalization. Still implementation of national strategy of internationalisation caused numerous risks for Germany, such as the leakage of researches into successful partner countries; the overflow of state institutions of higher and vocational education by the international graduates who try to stay and work in the country. It should be mentioned that this fact contributes to the deepening of the migration crisis in Europe. Such processes cause simultaneous increase of labor and education migration of German youth to other successful European countries.
