Соціальний менеджмент та соціальна держава: національний та міжнародний досвід

Abstract

У статті проаналізовані особливості можливостей розвитку соціальної держави в сучасному українському та зарубіжному соціумі, визначено проблеми, що виникають на шляху побудови соціально орієнтованої державності, зазначено, що ефективне здійснення соціальних функцій та алгоритм дій в умовах розвитку глобалізаційних процесів залежать від ступеню реалізації системного потенціалу соціального менеджменту, як дієвого інструменту сервісної держави. Виходячи з того, що інститут соціального менеджменту є предметом широких наукових дискусій як в Україні, так і за кордоном, авторами досліджено етапи введення в науковий обіг нового поняття менеджменту соціальної роботи та його зв'язок з соціальною політикою держави. Звернення до концептуальної еволюції теоретичних витоків соціального менеджменту дало можливість проаналізувати його сутність та зміст, дослідити структурнофункціональні і предметно-технологічні характеристики. Особлива увага приділена аналізу сучасного стану та проблемам соціального страхування в Україні та Великобританії. Зазначено негативні соціальні наслідки щодо збереження тенденції дотаційного характеру соціального страхування в Україні, а також потенційні можливості запозичення досвіду управління страховими засобами Великобританії. Оскільки метою статті є оцінка ефективності потенціалу соціального менеджменту в соціальній державі, автори дійшли висновку щодо важливості інтегративного розуміння соціального менеджменту, відзначили притаманні йому універсальність, використання державно-владних та недержавних механізмів, особливу організаційну культуру та соціальну відповідальність. Автори вважають, що безпосередня управлінська практика і гострі соціальні проблеми суспільства вимагають від суб'єктів публічного управління конкретних науковообґрунтованих рішень. Використання методів, прийомів і технологій соціального менеджменту в системі антикризового публічного управління дає реальну можливість ефективно виконувати завдання в умовах сучасних глобальних викликів, перед якими опинився світ в цілому і Україна зокрема

The article describes the peculiarities of the possibilities of development of the welfare state in the modern Ukrainian and foreign society. The problems that arise on the way to building a socially oriented statehood are identified. It is noted that the effective implementation of social functions and the algorithm of actions in the context of globalization processes depend on the degree of realization of the systemic potential of social management as an effective tool of the service state. the peculiarities of the possibilities of development of the welfare state in the modern Ukrainian and foreign society. Based on the fact that the institute of social management is the subject of extensive scientific discussions both in Ukraine and abroad, the authors study the stages of introduction of the new concept of social work management into scientific circulation and its connection with the social policy of the state. Turning to the conceptual evolution of the theoretical origins of social management allowed us to analyses its essence and content, to study its structural, functional and subject and technological characteristics. Particular attention is paid to the analysis of the current state and problems of social insurance in Ukraine and the UK. The authors point out the negative social consequences of maintaining the trend of subsidized nature of social insurance in Ukraine, as well as the potential opportunities for borrowing the experience of managing insurance funds in the UK. Since the purpose of the article is to assess the effectiveness of the social management potential in the welfare state, the authors conclude that an integrative understanding of social management is important, noting its inherent universality, the use of state and non-state mechanisms, a special organizational culture and social responsibility. The authors believe that direct managerial practice and acute social problems of society require specific science-based solutions from public administration entities. The use of methods, techniques and technologies of social management in the system of anti-crisis public administration provides a real opportunity to effectively perform tasks in the context of modern global challenges faced by the world in general and Ukraine in particular.
