Методи та форми реформування структури об’єднаних територіальних громад

Abstract

Реформування структури об’єднаних територіальних громад (ОТГ) спрямоване на підвищення їхньої спроможності та ефективності управління. Основні методи включають адміністративно-територіальне перепланування, фінансову децентралізацію, оптимізацію управлінських процесів і розвиток міжмуніципального співробітництва. Серед форм реформування – добровільне або примусове об’єднання громад, створення партнерських мереж та використання цифрових технологій в управлінні. Успішне реформування сприяє зміцненню місцевого самоврядування та покращенню якості життя населення.

Reforming the structure of amalgamated territorial communities (ATCs) is aimed at increasing their capacity and efficiency of management. The main methods include administrative-territorial redevelopment, financial decentralisation, optimisation of management processes and development of inter-municipal cooperation. Forms of reform include voluntary or compulsory amalgamation of communities, the creation of partnership networks, and the use of digital technologies in governance. Successful reforms help to strengthen local governance and improve the quality of life of the population.
