However, there are significant challenges to democratization of education, particularly in emerging countries. Superficial changes have not eliminated corruption, poor educational quality, or excessive administrative control. Lack of government support and transparency, conflicting goals, and educational and socio-political ideologies further limit progress toward truly democratic ideals. New styles of education management are needed to flatten governance structures, open access to programs and resources, enhance earning relationships, and empower students to direct their own learning
