Громадянське суспільство та держава: співвідношення в публічному управлінні

Abstract

У статті охарактеризовано поняття, форми та механізми співвідношення інститутів громадянського суспільства з інститутами держави. У роботі зазначено, що із трансформацією державного управління до моделі публічного управління значно зростає роль громадянського суспільства. Для забезпечення сталого розвитку та підвищення якості життя громадян сучасна держава може і має залучати до виконання державних завдань та функцій інститути «третього сектору». Проте, такий рівень співпраці, можливий лише в демократичній, правовій державі, де її громадяни не тільки мають забезпечені права та свободи, а й беруть активну участь в управління державними справами. У дослідженні зазначено, що в Україні становлення ефективної взаємодії між інститутами громадянського суспільства та державою залежить від якісних змін моделі управління.

В статье охарактеризованы понятия, формы и механизмы соотношение институтов гражданского общества с институтами государства. В работе отмечено, что с трансформацией государственного управления к модели публичного управления значительно возрастает роль гражданского общества. Для обеспечения устойчивого развития и повышения качества жизни граждан современное государство может и должно привлекать к выполнению государственных задач и функций институты «третьего сектора». Однако, такой уровень сотрудничества, возможен только в демократическом, правовом государстве, где ее граждане не только имеют права и свободы, но и активно участвуют в управлении государственными делами. В исследовании отмечено, что в Украине становления эффективного взаимодействия между институтами гражданского общества и государством зависит от качественных изменений модели управления.

The article describes the concepts, forms and mechanisms of correlation of civil society institutions with state institutions. The purpose of the study is to develop theoretical and methodological foundations for the functioning of models of the relationship between civil society and the state as a political and legal form of organization of society. The authors of the paper conclude that the immediate prerequisite for the emergence of public-public management of education is the new approaches to the place, role and functions of the state at the present stage. The paper notes that with the transformation of model of public administration the role of civil society is significantly increasing. To ensure sustainable development and improve the quality of life of citizens, the modern state can and should involve in the implementation of state tasks and functions of the institutions of the «third sector». However, such a level of cooperation is possible only in a democratic state governed by the rule of law, where its citizens not only have guaranteed rights and freedoms, but also take an active part in the management of state affairs. The paper also clarifies the modern approaches of foreign and domestic scholars to the interpretation of the concept of civil society and civil society institutions. The pluralism of modern approaches in determining the forms of the relationship between civil society and the state is shown. The role of civil society in public administration is growing every year. There is a rethinking of the role of the state and there is an active involvement of civil society in governance. The paternalistic principle of public administration in modern conditions is complemented by the self-regulation of society. The study also notes that the formation of effective interaction between civil society institutions and the state depends on qualitative changes in the governance model in Ukraine. At the present stage, civil society in Ukraine performs the functions of a repeater of citizens' interests, protection of their rights and freedoms, organizers and coordinators of protests, initiators of state reforms (especially in the fight against corruption), controls the activities of public authorities and local governments. At the present stage, the interaction between civil society institutions and the state is increasingly taking place in legal forms.
