      The development of local strategies and program documents should be implemented in compliance with such principles as objectivity, reasonableness and expediency, coordination, openness and transparency, parity, non-discrimination and equal access, efficiency, historical continuity, sustainable development. [1]
      The development of nation-building is based on the existence of a fundamental document - a guide to the country - the constitution. The development of basic provisions, their implementation in public life, the formation of civil society becomes the key to effective governance and public relations. That is why a new field of knowledge is gaining strategic importance - public administration, which is a complex system that has its own organizational structure, organizational rules and guidelines for rational application. [1]
      The medical sector is one of the life-sustaining spheres of the state, which in modern conditions needs adequate funding and reform. The special responsibility lies with the heads of medical institutions: they are required to have managerial knowledge and skills, social protection of employees, and to ensure sufficient volume and proper quality of medical services. Therefore, the heads of institutions at different levels are working together to find answers to new challenges, sharing experiences, inviting experts in the field of health management, lawyers, economists to discussions. [1]
      The mission of the hub is effective interaction for learning and development, updating the content of education and uniting generations. Therefore, the hub is focused on working with different segments of the target audience, namely: research and teaching staff and students of the university, teachers and students of general secondary education, teachers of preschool, out-of-school, art education, the public of Vinnytsia. Given the active use of hybrid and remote forms of events in 2020-2021, we can state that the target audience is not limited to the city of Vinnytsia and includes representatives of all regions of Ukraine.       The proposed conceptual changes to the legislation in terms of actions of civil servants to execute the order (instruction), instructions, the legality of which is in doubt, as well as the involvement of the legal service to properly apply, strictly comply with and prevent non-compliance will enable the principle of legality state bodies by preventing the execution of orders (instructions), instructions that do not comply with the law, and civil servants - professionally and effectively organize the implementation of clear tasks solely on the basis, within the powers and in the manner prescribed by the Constitution and laws of Ukraine. [1]
      The purpose of the article is to analyze the state regional policy of Vinnytsia region. The basis of this study are statistical data of activity: industrial production, foreign trade, geographical structure of exports and imports, investment activities, tax revenues, wages, payment for energy, trade and services, and more. [1]
      The purpose of the article is to investigate the civil service in Ukraine as a component of the subject of administrative and legal regulation. [1]
      The purpose of the state personnel policy in this Strategy was defined as providing all spheres of life of the state with qualified personnel, formation of an effective personnel reserve in public administration, providing a system of continuous professional training, improving the mechanism of competitive selection. [1]
      The study of issues related to the economic development of territorial communities and the country as a whole is directly related to the development and analysis of the so-called "innovation potential", which is designed to increase the competitiveness of economic entities. The role of innovation in modern conditions, which is constantly increasing, puts forward new requirements for the selection of the most effective mechanisms for the formation, implementation and use of innovations, namely as a potential and factor to increase competitiveness. Therefore, more and more attention of domestic and foreign scientists is focused on the undeniably important role of innovation in the development of economic entities and on increasing the innovation potential of enterprises as a whole. [1]
      To improve the situation regarding the transparency of public authorities, it is advisable to develop a comprehensive program in this area, providing for the implementation of concrete and effective measures that will guarantee public confidence in government institutions, prevent abuse of power, increase legal and political culture of citizens. and effective partnerships between the state and the public. [1]
