      We can highlight the main aspects of reforming the management of education on a public basis: to create conditions for the introduction of the system of public administration in educational practice; to expand the autonomy of secondary schools and free educational institutions; to develop a regulatory framework for educational monitoring to monitor the dynamics of state and public education management based on public opinion; expand community participation in education management; deepen cooperation between educational institutions and public organizations; increase the role of local self-government in education management.       We consider a system of differential equations that describes the dynamics of an infinite chain of linearly coupled nonlinear oscillators. Some results concerning the existence and uniqueness of global solutions of the Cauchy problem are obtained [1]
