Сучасний стан законодавчого та наукового забезпечення використання соціокультурних засобів у роботі з молоддю з інвалідністю
Abstract
У статті проаналізовано законодавче забезпечення використання соціокультурних засобів (освіти, культури, мистецтва) у процесі адаптації та інтеграції осіб із інвалідністю в суспільство та забезпечення їх рівними можливостями в усіх сферах життєдіяльності. У публікації обґрунтовано наукове забезпечення використання соціокультурних засобів у роботі з молоддю з інвалідністю та акцентовано увагу, на тому, що процес культурної реабілітації дітей-інвалідів проводиться переважно їхніми родинами та на волонтерських засадах зусиллями персоналу спеціалізованих шкіл та громадських організацій. The article analyzes and explained the current state of legislative and scientific support for the use of socio-cultural tools in working with young people with disabilities. The author raises the issue of involving young people, especially those with disabilities, in cultural values, active forms of leisure, creative self-expression, social activity (labor, social and political, activity in the case of spiritual life) opposed to passive-consumer way of life. It is emphasized that the process of social integration takes place in specific socio-cultural conditions, and the phenomenon of socio-cultural means the inseparable unity of social and cultural areas. It is determined that the optimal approach to determining the nature and essential factors and conditions of disability is a biopsychosocial one. The publication substantiates the scientific support to use the social and cultural tools in working with young people with disabilities and emphasizes that the process of cultural rehabilitation of children with disabilities is carried out mainly by their families and on the volunteer basis by the staff of specialized schools and public organizations. Socio-cultural animation is proposed as a social approach and a means of practical social work, which will not only promote the rehabilitation of the individual in crisis, but will help overcome personal tendencies to social exclusion, consumption, dependence, promoting active and conscious social integration of young people with disabilities in socioculture expanding the scope of independence in relations with the environment for the benefit of both the individual and the people around him, who are ready for full-fledged communication in society.
