Along with the development of humanity in the last several decades, the educational system is evolving. Modern technology and the new generation of education students require teachers, educators and educational institutions to constantly adhere to the requirements of the modern world and the proper use of tools for the development of educational services. Every day there is more and more information and causes a simple means of obtaining it. Therefore, it is necessary to look for more effective ways of presenting information and maintaining relationships between students and students with technology and subjects that they study. This not only changes the way educators interact with knowledge, but also creates greater opportunities for all those who learn and will increase the competencies of educators. The advantage of digital learning is that it is extremely necessary when all traditional educational institutions either operate online or the learning is done in a mixed format. Therefore we can say that digitalization makes a significant impact on the pedagogical aspects of traditional education.

Among the recommendations of the recommendation to central authorities, local governments, public councils and civil society institutions on improving organizational, legal and informational (technical) mechanisms of public administration, formation and implementation of electronic consultations are the following: - new versions of the National Strategy for Civil Society Development in Ukraine for 2021-2024 and the National Strategy for Human Rights for 2021-2025 should oblige interaction between the government and the public, including through electronic consultations
